An AAR playstyle can be tricky, in Grim Dawn’s higher difficulties I have the feeling that being immobile too long or being too close of some enemies is often equal to death. In consequence most of my hardcore characters have ranged attacks.

If you want pure cold, cold, and nothing but cold, your only option really is Arcanist/Nightblade. Shaman has abysmal support for it, but people usually take it to make storm-type builds of mixed Cold/Lightning. Nightblade isn't great either, but at least it's got some support for Cold, I guess.

Stupid Dragon had a fire templar (arcanist/oathkeeper) build that used Conflagration from levels 50 to 90 or so so I think it should remain viable for you for some time yet. You do seem to have points in a bunch of different offensive skills, and Devastation does seem like it has some of the same problems as Mortar Trap with hitting mobile enemies.
